FAQ

Questions education teams ask.

FERPA lets a district share education records with a vendor under the school-official exception only if the vendor performs a service staff would otherwise do, is under the district's direct control for how the records are used and kept, and uses them only for that purpose (34 CFR 99.31). A written data privacy agreement is the usual way to show that control, and Ohio law now requires technology-provider contracts to include security safeguards for education records. NHM helps Ohio districts inventory EdTech vendors, enforce least-privilege access, and keep audit trails so your team can show how student data is controlled.

Schools that take E-rate discounts for Internet access or internal connections must certify CIPA compliance: an Internet safety policy adopted after public notice and a hearing or meeting, a technology protection measure that blocks images that are obscene, child pornography, or harmful to minors, monitoring of minors' online activities, and education on appropriate online behavior. NHM configures filtering on school-owned networks and managed student devices and keeps the documentation you need for your CIPA certification and any USAC review.

1:1 programs work best with mobile device management (MDM), a clear acceptable use policy, and filtering that follows the device off the school network. NHM sets up device compliance checks, on-device filtering profiles, and remote lock and wipe to fit your district's BYOD and 1:1 plans. Ohio limits monitoring of school-issued devices (location, camera and microphone, keystrokes and browsing) to listed purposes such as instruction, technical support, a missing device, or complying with federal law and funding programs like E-rate, and requires a written notice to parents in any year the district monitors (ORC 3319.327), so we scope monitoring to those purposes.

Ohio keeps student records confidential under ORC 3319.321, and since October 24, 2024 ORC 3319.325 and the sections after it make education records held by a contracted technology provider the district's property, bar the provider from selling or commercially using them, require the contract to include security safeguards, and require the district to notify parents about curriculum, testing, and assessment technology contracts. NHM walks districts through a vendor onboarding checklist and a security review of the vendor, flags privacy and security clauses for your counsel to review, and monitors for shadow IT.

NHM sets up single sign-on (SSO) through the district's identity provider (ClassLink, Google, or Clever), cutting password fatigue and centralizing access logs you can use to show who viewed student records. We also enforce multi-factor authentication for parent portal accounts handling sensitive grades and Special Education records.
